Cool Guiyang (the fifth issue)-Plan for 2023

In 2023, the government of Guiyang City will focus on the following tasks.

1. Expand Domestic Demand

We will spare no effort to expand industrial investment. Priority projects of enterprises such as BYD will gain momentum. Construction will commence on 10 million square meters standard factories and complete on 7 million square meters.

We will prioritize the recovery and expansion of consumption of consumer services. The total retail sales of consumer goods will grow by 10% and 100 chain stores will open in residential communities.

We will boost the across-the-board recovery of tourism. The construction of "Cool Guiyang" scenic byways will be launched. There will be 60 more tourism-related enterprises above the designated size. Efforts will also be made to tap potential international tourist source markets, and to gradually restore and increase domestic and international passenger flights.

2. Accelerate the Development of Industries

We will increase the support for the industries in which we excel. Priority will be given to electronic and communication equipment manufacturing, advanced equipment manufacturing, and the new-energy vehicle industry. A national new-energy battery and materials research, development and production center will be built, and upon the completion of such projects as the plant of Contemporary Amperex Technology Co. Limited (CATL), new-energy battery manufacturing capacity will exceed 70 GWh.

We will increase the support for industrial enterprises. We will work to help the BYD battery firm increase its annual output to over 10 billion yuan, and provide support for four other companies that have the potential to hit the 10-billion-yuan mark. There will be another 200 industrial enterprises above the designated size, thus bringing the total number of such enterprises to more than 1,100.

We will work to help industrial parks achieve greater success. Four specialized industrial parks will grow in strength. Ten or more specialized operation projects will be launched. A stock of 15,000 mu (1,000 ha) industrial land will be kept.

3. Step Up Regional Integrated Development

We will pursue urban development to a high standard. Rail transit Line 3 will open to traffic. Rebuilding of 41,000 housing units will begin in the rundown areas, and work on 30,000 units will be completed. Renovation of 40,000 housing units in old residential communities will also commence, and 500 narrow back alleys will be improved. Twenty corporations will set up their headquarters in the city.

We will step up efficient treatment of waste. The integrated utilization rate of bulk industrial solid waste will reach 70%, 36 large and medium-sized waste transfer stations will be built and put into operation, and waste incineration and disposal capacity will increase by 500 tons a day.

4. Accelerate Comprehensive Rural Revitalization

We will pursue modern efficient agriculture in mountainous areas. Grain acreage will be kept at 1.3 million mu (approx. 86,700 ha) and crop yield at 400,000 tons or higher. The rate of agricultural product processing will reach 62%.

We will spare no effort to boost rural revitalization. Our targets for 2023 include creating 10 towns and townships characterized by agriculture, and 150 model villages in terms of characteristic industries, building 95,000 mu (approx. 6,300 ha) high-standard farmlands, putting into use 1,000 rural vacant houses, and increasing the area of farmland that new-type agricultural management entities operate to 50% of the total.

5. Step Up the Digital Economy

We will further boost the digital industry and industrial digitalization. We will work to increase the revenue of Guiyang and Gui'an from software and IT services by 20% or higher, and bring in 40 Huawei Cloud partners. We will provide great support for such emerging digital sectors as blockchains, metaverse and artificial intelligence, and facilitate the launch of 200 digital application scenarios.

We will build a national computing resource supporting center. More than 50 major computing resource users in eastern China will be contracted. We will continue to attract the data centers of financial institutions, with standard racks expected to reach 200,000 and powered-on servers topping 500,000. Work will be stepped up on the Guiyang Big Data Sci-tech Innovation City which will bring together more than 800 enterprises.

6. Advance Ecological Progress

We will build a national high-level model city in terms of ecological progress. Daily sewage treatment capacity will increase by 20,000 tons, and the percentage of days with good air quality, the rate of urban sewage treatment and forest cover will be kept above 95%, 98% and 55%, respectively.

We will build a national innovation city in a forward-looking way. Our targets for 2023 include fostering 500 new high-tech enterprises, increasing city-wide research and development expenditure to over 10 billion yuan, fostering 30 pilot and model enterprises in terms of intellectual property, having 100,000 competent professionals added to the city's talent pool, and attracting 100,000 or more university graduates to settle in the city.

We will advance Guiyang's initiative on new energy vehicles and batteries, with over 1,500 charging and battery swap facilities built.

7. Deepen Reform and Opening Up Comprehensively

We will keep improving government services, with 85% or more of the services delivered online. The number of market entities will increase by 60,000.

We will further advance the open economy through the following measures: launching international cargo flights, stepping up the linkage of the Gaimao and Huchao cargo operation centers, and promoting the role of the airport as a national logistics hub; vigorously developing international trade-oriented industries and accelerating the forming of industrial clusters for bonded processing trade; making full use of the strengths of the Guiyang International Land Port in imports and deep-processing of strategic resources that are in shortage in the country, and increasing the annual container throughput at the port to 13,000.

We will pursue high-quality development of foreign trade, increasing the aggregate of imports & exports, foreign investments in actual utilization, and cross-border e-commerce transactions by 30%, 20%, and 30%, respectively. We will boost international economic and trade exchanges with a focus placed on Southeast Asia and South Asia.

8. Improve the Quality of Life

We will work to address people's needs in a down-to-earth manner. The planned student enrolment will increase by 25,000, and we will strive to have two more approved national regional health care centers, another 30 community-based elderly care facilities and two more health and elderly care institutions.

We will take specific steps to enhance people's well-being, including adding 20,000 public parking spaces, building 200 sporting projects, improving water supply for 109,000 rural residents, and launching a rural housing renovation project that will benefit 10,000 households.
